This report provides an overview of The Signal System™, a primary prevention approach designed to shift the social norms and behaviours that contribute to gender-based violence in male-dominated workplaces. Originally developed by Shift: The Project to End Domestic Violence at the University of Calgary, The Signal System™ started through a collaboration with 14 government and community partners through the Engaging Men Learning Collaborative.
Drawing on several years of development, implementation, and testing in a law enforcement agency, this report outlines the core principles and components of the approach, shares key lessons learned, and highlights findings from its application in workplace settings. It also explores implications for gender-based prevention practitioners and identifies opportunities for adapting and scaling the approach in diverse contexts worldwide.
